Customs clearance at an approved location

Customs clearance at an approved location is one of the simplifications provided for by customs legislation that has many advantages for businesses, including, in the case of exports, the direct management of the 'exit visa'.
In the management of sales to non-EU countries, most of the exporting companies resort to the Franco Departure / Ex Works return, with the well-known difficulties that this entails to get hold of the proof of the exit of the goods from the European territory / MRN discharge (Movement Reference Number).
This is one of the problems that could, for example, be solved by resorting to customs clearance at an authorized place, a simplification provided for by customs legislation and authorized by the Customs Agency, which allows you to clear export goods directly at your headquarters (or at their own logistics warehouses), transforming their company into a "customs branch". The goods would therefore be delivered to the carrier already cleared for export.
The Customs agency with circular No. 2 of 7 February 2018 has provided a series of clarifications regarding the presentation of the goods at approved places.
As regards the checks to be carried out for the issuance of authorizations, the circular specifies that "In the event that the approval of a place to be used exclusively for the presentation of outgoing goods to be placed under the export procedure is required, in consideration of the lower risks related to this case, we remind you that only the conditions relating to the continuity of export operations at the place, the possession of the legal title for its use and the suitability of the same for carrying out the checks will have to be verified.
