Customs & Digitization: "Smart Terminal"

Italy attracts commercial traffic to an extent that does not correspond to the potential deriving from its geographical position, which in fact gives it a strategic advantage in the Mediterranean basin. In order to fully and competitively re-enter the trans-European transport network, long-term interventions are necessary to adapt the infrastructural structures of the ports (sea beds, docks, land spaces, road and rail connections), expand the intermodal offer, rationalize the Port and airport offer. In the short term, given infrastructures, in order to increase the attractiveness of the "quay Italy", solutions based on intangible infrastructures have been identified to reduce times and costs of the import / export cycle and to decongest the modest spaces available for the storage of goods, a characteristic peculiar to our historic ports.
Thanks to the activation of the Unico Customs Office and the complete digitalization of the cargo manifest, using the monitoring system of the naval traffic platform, customs clearance at sea was implemented in collaboration with the General Command of the Port Authorities. Import declarations can be transmitted while the goods are still on their way to national ports on board ships from abroad, allowing customs and other administrations involved in the customs counter to anticipate the risk analysis and release, prior to arrival, the goods for which an inspection is not required.
"Customs clearance at sea" reduces and, in many cases, eliminates the time spent parking goods in the unloading terminals with obvious benefits for companies also in terms of costs. The new procedure can be used for the goods loaded on board the cargo whose navigation, once crossed the Mediterranean straits, will be followed by the satellite / radio systems of the Port Authorities which report to the customs any anomalous behavior and unforeseen deviations, to the in order to prevent the goods from being removed from control.
